A South Florida woman accused of orchestrating a multi-million dollar dental fraud scheme has been arrested. Authorities say Evelyn Cruz illegally operated several dental offices across the region, defrauding patients and insurance companies out of more than $11 million.
Cruz, who is not a licensed dentist, reportedly used the names of licensed dentists—sometimes without their knowledge — to run the operations, including one office in Boynton Beach.
According to investigators, Cruz hired dentists who only treated patients while she controlled staff, finances, and daily operations. Fraudulent insurance claims were submitted for procedures that were never performed or overbilled, with Cruz pocketing the proceeds.
Cruz’s husband, Ysmel Cruz, and an associate dentist, Dr. Ivan Pelton, may also face charges, according to the arrest affidavit.
Authorities say Pelton allowed Cruz to use his license for the operations and was paid more than $61,000 over two years. Both men are currently being sought on arrest warrants.
During a search of Cruz’s home, investigators seized $387,000 in cash hidden in trash bags and a $400,000 cashier’s check tied to the fraudulent dental businesses.

Investigators say at least 80 patients were defrauded, including 17 seniors over the age of 65. Examples include:
- Overcharging patients by $18,000.
- Billing insurers for $11,000 in procedures that were never performed.
- Double-billing for identical services.

Cruz faces multiple felony charges, including:
- Insurance fraud exceeding $100,000.
- Theft from elderly patients.
- Organized scheme to defraud.
Authorities are urging anyone with information about Ysmel Cruz or Dr. Pelton to come forward. If convicted, Evelyn Cruz could face decades in prison.
