The owner and the payroll administrator of a Cape Coral roofing business have been sentenced to prison for employment tax conspiracy crimes.
William Skaggs Jr. owned and operated Nastar Roofing. Billie Adkison was its main office administrator, whose duties included managing payroll.
According to the U.S. Department of Justice Middle District of Florida, Nastar paid its employees mostly in cash to avoid paying taxes they knew were owed to the federal government between 2013 and 2023.
Officials said Nastar employees — including Skaggs, Adkison and others at their direction — withdrew over $21 million from the company's bank accounts to pay employees in cash.
According to the U.S. Department of Justice Middle District of Florida, Skaggs and Adkison caused a tax loss to the IRS of nearly $2.5 million in total.
Skaggs and Adkison pleaded guilty to conspiracy to commit tax fraud in November 2024.
Skaggs was sentenced to three years in prison, while Adkison was sentenced to a year and a day.
Both of them were also ordered to serve three years of supervised release in addition to their prison sentences. The court will determine restitution at a later date, according to the news release.
