50 dogs rescued from 'filthy conditions' in illegal Golden Gate Estates breeding operation

COLLIER COUNTY, Fla. —

A 63-year-old Collier County woman was arrested Wednesday after Collier County deputies said they uncovered an illegal dog breeding operation.

According to the Collier County Sheriff's Office, an investigation started after CCSO received a complaint about unhealthy dogs being sold from Olga Kapishon's residence along 12th Avenue SE in Golden Gate Estates.

The sheriff's office said the Collier County Code Enforcement inspected the home in September 2025 and revoked Kapishon's breeder permit due to multiple violations related to the manner in which the animals were kept.

According to CCSO, Kapishon remained noncompliant and continued to breed and sell dogs despite the permit suspension.

Undercover CCSO detectives then posed as potential buyers and contacted her via a cell phone number they got from her website hosted on puppies.com.

She allowed detectives onto her property, but not inside the home where the dogs were kept.

CCSO said she brought out some of the puppies she had for sale and the parents. According to the sheriff's office, some of the dogs had matted hair and were visibly soiled with urine and feces.

Deputies also said one of the puppies had a pot belly, possibly a sign of worms.

She reportedly told the deputies that the puppies had their first round of vaccination shots; however, she could not provide a record of it.

Kapishon offered to administer the puppies' second round of shots, as well as deworming medication, according to CCSO.

Deputies then executed a search warrant at the property on Wednesday and recovered a total of 50 dogs, 32 adult dogs and 18 puppies, who were living in filthy conditions. Suspected vaccines were also seized from the property.

According to the sheriff's office, investigators determined Kapishon was administering vaccines and medications without proper licensing while also breeding and selling puppies, despite her permit being suspended.

Kapishon is facing 19 counts of failing to provide certified health certificates for dogs she had listed for sale and one count of practicing veterinary medicine without a license.

The sheriff's office said all of the dogs are undergoing medical evaluations, the case remains an active investigation and Kapishon could face more charges pending the results of the examinations.
