Naples woman faces charges for illegal dog breeding operation

NAPLES, Fla. - The Collier County Sheriff's Office arrested a Naples woman on Wednesday, removing 50 dogs from her home after discovering she was illegally breeding and selling them while practicing veterinary medicine without a license.

Olga Kapishon is facing one felony count of practicing veterinary medicine without a license and 19 counts of failing to provide certified health certificates for the dogs she listed for sale.

"This was a large-scale operation that required coordination and commitment from multiple agencies to ensure the animals’ safety," said Sheriff Kevin Rambosk.

Sheriff Rambosk praised the collaboration between CCSO’s Animal Cruelty Investigations Alliance, Collier County Domestic Animal Services, Collier County Animal Control, Collier County Code Enforcement, and the Patty Baker Humane Society Naples.

"This case highlights the importance of community reporting and collaboration to stop animal exploitation," he said.

The investigation began after a complaint about unhealthy dogs being sold from Kapishon’s residence at 3451 12th Avenue SE.

Collier County Code Enforcement revoked Kapishon’s breeder permit last September due to violations regarding animal care. Authorities said that despite this, she continued breeding and selling dogs.

Undercover CCSO detectives, posing as potential buyers, contacted Kapishon through her website on puppies.com. She showed them puppies and their parents, despite her suspended permit, and offered to administer vaccines and deworming medication.

Detectives executed a search warrant on Wednesday, recovering 50 dogs living in poor conditions and seizing suspected vaccines from the property.

The investigation revealed that Kapishon had been breeding and selling puppies since her permit was suspended, and that she had been administering vaccines without proper licensing.

All dogs are undergoing medical evaluations. The investigation is ongoing, and additional charges may be filed based on those results.
