The Florida Auditor completed an operational audit of the Lee County School District and found multiple violations of State Board of Education rules.
The audit was focused on selected district processes and administrative activities, and disclosed the following seven findings.
The audit revealed that, contrary to the State Board of Education rules, the Lee County School District did not report five people deemed ineligible for employment to the Florida Department of Education in a timely manner. Four of the individuals were fired from the district for sexual misconduct with students, and one individual pleaded guilty to possession of controlled substances.
Contrary to SBE rules, required affidavits of separation detailing the facts and reasons for for-cause termination of employees or resignation were not always maintained.
The audit found that the district records did not always demonstrate full compliance with SBE requirements regarding emergency drills.
District records demonstrating student attainment of eligible industry certifications did not always support industry certification funding.
The audit found that district controls did not always ensure that temporarily increased purchasing card dollar limits were restored to original limits, or that purchasing cards were canceled when cardholders were no longer employed by the district.
The audit found that the district's procedures regarding severance payments need enhancement to be in compliance with state laws.
The district granted 19 employees unnecessary or inappropriate information technology user access privileges. The audit said this increases the risk for unauthorized disclosure, modification or destruction of human resources and financial information.
The Lee County School District responded to the findings of the audit in a statement:
"The District acknowledges the preliminary and tentative audit findings and appreciates the Auditor General's review. The District is committed to strengthening internal controls, ensuring compliance with applicable laws and rules, and implementing sustainable corrective actions."
